（中央社記者溫貴香台北25日電）立法院副院長蔡其昌今天表示，為落實開放國會，讓公民記者進入國會採訪，近期內將彙整各方意見與朝野黨團看法，盡速對外說明，保證比現在更開放。
蔡其昌下午主持「立法院開放公民記者採訪座談會」，邀請國會調查兵團代表王孝成、獨立導演李惠仁、「新頭殼」總製作莊豐嘉等人與會討論，民進黨籍立委尤美女、顧立雄也到場關心。
顧立雄說，他贊成完全開放，也認為網路時代無法區隔誰是記者？誰不是記者？現在的問題在於完全開放的前提下，技術上的問題如何克服？而且避免技術上的因素影響新聞自由。
莊豐嘉則主張立法院公園化，不要有門禁、不要有記者證，台灣立法院讓公民接近，只要維持一定警力配備與安全維護，每個常設委員會會場配置官員、採訪或旁聽的席次，連旁聽與記者的分別都不要，完全開放，相信會產生有機性自然制?。
蔡其昌會後受訪表示，會中意見分歧，有人主張完全開放、有人主張登記制與低度管理，無論如何，結論就是朝向開放，將彙整各方意見與立法院長蘇嘉全商量，並尊重朝野黨團的意見，匯集各方意見後才會對外說明。
他並說，技術性問題已請資訊處研議，各方意見彙整後，涉及修法部分將送院會處理，至於記者證發放問題則待凝聚共識後，由蘇嘉全核定即可，「保證百分之百會比現在更開放」。1050225
